Save
the file in a empty directory, e.g. c:\temp
(You can also run the installation program without first saving it
on your harddrive, then you can the skip the rest of the instructions.
Note that you will get a notice that you start a program from the
Internet.)

Start
the installation program c:\temp\b2setup.exe and install the game
in a suitable directory, e.g. c:\program files\billionaire II\, (not
c:\temp).

Now
you are ready to play Billionaire II!
